Ho perso quasi venti minuti per questa sciocchezza, ma se vi capita che IIS quando cercate di avviare un sito web risponde con " The process cannot access the file because it is being used by another process", chiudete skype, riavviate w3svc e potrete finalmente utilizzare il sito web.
